Volunteers prepare large puppets representing United States presidents for a rally in a park near a federal courthouse in Portland. Later in the day 21 youth plaintiffs are scheduled to appear in a constitutional climate change lawsuit at a hearing in front of a panel of judges with the 9th Circuit Court of Appeals in Portland at the nearby courthouse.
